Presidential Intelligence Brief โ€” Gold Sector
Executive Summary โ€” April 2026
Ghana's gold sector continues strong performance in Q1 2026 with production of 4.02 million ounces valued at $9.4 billion. Royalty collection stands at $472 million (94% compliance). The ASM formalisation program has licensed 28,450 artisanal miners (36% of estimated total). Environmental concerns persist in Ashanti and Western regions with 47 active galamsey operations under enforcement. Gold Detection AI has identified $38.2 billion in potential undiscovered deposits across 124 high-probability zones.
Successes
โœ… Production up 8.2% YoY
โœ… Royalty collection up 15%
โœ… 12 new gold deposits identified by AI
โœ… GCB and Ecobank onboarded for ASM banking
โœ… Mercury use reduced 22% via free program
โœ… 89 galamsey sites reclaimed
Concerns
โš  Pra River mercury contamination critical
โš  47 active galamsey ops (12% increase)
โš  $28M royalties outstanding
โš  34 licences expiring Q3 (revenue risk)
โš  Chinese-linked illegal operations in W/North
โš  2,400 ha forest lost to illegal mining
Recommendations
1. Expand Operation Halt to Western North
2. Fast-track 50,000 ASM licences by Dec
3. Commission ground-truth on top 5 AI zones
4. Establish Gold Board with GIGGS as backbone
5. Begin gold refinery capacity expansion
6. Launch Gold-Backed Bond pilot (BoG)
